expect はto不定詞を目的語にしますので、後ろに出てくるkeepingはexpectの目的語ではなく、defenseと同列になりemphasis on keepingの形をとります。

move 動き、処置。place(lay) emphasis on(upon) ~を強調する、重点を置く。keep(close) tabs on ~を監視する。

ちなみに、陸軍はarmy、海軍はnavy、空軍はair forceです。陸上自衛隊は陸軍ではないのでarmyとは書かれません。
