まず、Move (is) expected　isが省略されています。this moveとは書かれていませんが、この・今回の、をつけて「この処置により」とすることで日本語としてわかりやすくなります。この文は無生物主語の構文とまでは言えませんが、訳の際は同様のテクニックが使えます。

expect はto不定詞を目的語にしますので、後ろに出てくるkeepingはexpectの目的語ではなく、defenseと同列になりemphasis on keepingの形をとります。

move 動き、処置。place(lay) emphasis on(upon) ～を強調する、重点を置く。keep(close) tabs on ～を監視する。

ちなみに、陸軍はarmy、海軍はnavy、空軍はair forceです。陸上自衛隊は陸軍ではないのでarmyとは書かれません。

一瞬stepsが動詞のように見えますが、もしそうならcompleteではなくcompletely（副詞）となるはずです。長い文章になるほど主語、動詞、品詞、文型を押さえる事はとても重要です。

be found ～ は～であることがわかる。infect（感染する）やprevent（予防する）は今後もよく出てくるでしょう。
